- Abstract
- The article analyzes the criteria for attributing research, development and technological works (R&D) to military, special and dual-use works contained in the draft order "On approval of criteria for attributing research, development and technological works to military, special and dual-use works" prepared by the Federal Service for Intellectual Property (Rospatent). The uncertainty of the formulations of criteria for attributing R&D to military, special and dual-use works proposed in the draft order of Rospatent is shown. Conclusions are drawn about the need for additional improvement of the mechanism for determining and confirming the purpose of R&D.
